Excerpt: The bills for the long-term health insurance for public employees in Texas are coming due, and as expected, the first one is a whopper. The Teacher Retirement System, one of the nation's largest pension funds, said this week it faces a $19 billion unfunded liability in providing health care and life insurance benefits to current and future retirees.
