"In California, it takes specific felony convictions. In Rhode Island, certain misdemeanors could be enough. While in New York, merely 'administrative misconduct' can be the trigger. Taxpayer-subsidized pension funds in at least 13 states are subject to what are known as 'forfeiture laws' -- regulations that allow public employers to withhold pensions from employees who misbehave."
