June 21, 2001 Excerpt: [Y]ou ask whether an income withholding notice issued by the New York State Office of Temporary and Disability Assistance, Division of Child Support Enforcement (DCSE), or a county child support enforcement agency operating under DCSE guidelines, is a 'judgment, decree, or order' within the meaning of section 206(d)(3)(B)(ii) of ERISA....
