Would a participant who wants to change their medical premium from after tax to before tax still need to satisfy the change in status or special enrollment (HIPAA)rules?

The plan year will be March 1 to the end of February.

So you are currently in open enrollment for the new plan year which begins, March 1, 2000?

Actually, open enrollment ended recently for the March 1 plan year. The company has established a policy of not allowing a change to the election once you turn in the election (even before the plan starts) unless there was an error on the part of the plan administrator.

If the plan year had begun I believe the change would be a violation, since the year has not stsrted it appears that it is dependent on company policy.
