Is it possible to make an in-service withdrawal from a 457K plan to cover credit card debt or a home equity line of credit?

the only in service withdrawals I see listed are
unexpected illness
loss of property due to casualty or something similar

I don't think the govt would say that credit card debt falls under the term of 'casualty'
