I know we have been sending "regular" 5500s there since 2000. But I thought the 5500-EZ for one person plans still went to IRS.

You are right. I found my notes from last year and I did send to EBSA.

I'm just guessing, but I think that in this case "EBSA" on the address line really means "the vendor processing tax returns." It's a different PO Box and I assume they are bypassed on the ultimate reporting. FWIW.
