Does the Heroes Earnings Assistance and Relief Tax Act of 2008, HR. 6081 apply to all plan types? such as 403(b) and
457(b) governmental plans?

Off-the-cuff, my understanding is that the death benefits under USERRA provisions apply only to governmental 457b plans, and that the qualified reservist distribution provisions do not apply to any 457b plan.
