I have 2 Roth Conversion IRA's which are overseen by 2 separate financial institutions. Can I pay taxes on one over the 4 year period and taxes on the other fully in year 1? TY.

No. You must treat all of your Roths the same. In the case of a husband and wife, one can elect one year while the other spreads the income. But each of your own accounts must be consistently treated.
