Can my spouse contribute to a Roth without any earned income?

I believe that if you have earned income during the year and if you and your spouse file a joint tax return, your spouse can have a Roth IRA even if your spouse has no earned income during the year. The maximum annual Roth contribution for both spouses is the lessser of $4,000 and 100% of the combined compensation for both spouses.
