Does anyone know of any legal requirement to have a medical conversion plan for people that have exhaused their COBRA months?

There are some states where the insurance laws require that policies have a conversion feature.

Gburns is correct. State insurance law is where you will find your answer. However, to my knowledge there is no requirement for a self-insured plan to provide conversion coverage.
