If a Federal employee defers money to theTSP, is it aggregated with other deferrals he may be entitled to make to a 403(B) or 401(k) plan subject to the one 402(g) limit?

According to IRS publication 721, the TSP is a 401(k) type program for federal employees. On P 15, the TSP is defined as a qualified retirement plan. don't see why the 402(g) aggregation rules will not apply to the TSP.
