Is there anywhere in the code that prohibits an owner of an LLC in a SIMPLE ira to not be able to receive the ER match?

No prohibition. If taxed as a partnership, then use earned income of owner, otherwise W-2 compensation for the year. Dividend/profit distributions do not qualify,
