I am building a COBRA manaul (policies and procedures) and don't want to leave anything out. Would anyone be willing to share just the table of contents or topic headings from you companies COBRA manual?

There is a truly outstanding looseleaf publication on COBRA written by Paul Hamburger, published by Thompson Publishing Group, entitled "Mandated Health Benefits, The COBRA Guide." It contains many very useful forms. I can't recommend that publication highly enough. It is far better than everything else I've ever seen in any aspect of benefits, and I've been doing benefits for over 20 years.

I am wondering if you could assist me.
I have a patient who has been recently told that his COBRA benefits will end in December 1999. This is only 9 months after he started. Is this possible? I know he works for a church, and maybe the tax id or the non for profit nature of the business would make this possible. In my limited exposure, I have only heard of 18 months limits.

Church plans are not required to comply with COBRA regulations. I'm not 100% sure if they are required to provide any continuation of benefits. The 9 months your patient is receiving could be a special deal made at the time of the event. I would contact their employer/the church for the specifics.
