Is there any way to roll over assets currently in a Canadian Retirement Savings Plan in to an IRA?

No. See IRS Publication 590 for plans eligible to rollover to an IRA. That publication summarizes the rules found in Internal Revenue Code Section 408 including rollover rules.
The only exception would be if a tax treaty provided otherwise and I am personally unaware of such tax treaty.
