Regarding withdrawals from the Roth IRA for education, is there a repayment stipulation in the tax code?

Nope

distributions which meet the definition of qualified education expenses are not subject to penalties. But, they're not in your IRA to grow on a tax deferred basis anymore either and they can't be put back (unless rolled back within 60 days of the distribution).
