If an owner has 100% ownership of one company and is 27% owner of another company, is there a controlled group issue that we need to be concerned about for either company?

Really there isn't enough info. to give a definitive answer. Does the individual owner hold any stock in the 73% corporate owner mentioned in the most recent post? If the individual can't be attributed additional stock than there is not a controlled group. Still could have ASG issues.
