May a municipality adopt a SIMPLE IRA for its employees if it meets the other requirements, e.g. number of employees?

Yes. Unlike 401(k) plans, SIMPLE IRAs are available to governmental entities.

As always, the municipality should check state law to find whether it has the power to establish a particular kind of plan.
